The Naturally Occurring Retirement Community (NORC) program provides case management, nursing services and group activities to residents of the Vladeck Houses who are 60 years and older. This innovative program brings services directly into the community, to enable elderly residents to age in place in the familiar surroundings of their own homes.
NORC/Vladeck Cares, a partnership between Henry Street Settlement and the New York City Housing Authority, was the first NORC in public housing when it was established in 1994, and has served as a model program emulated in other communities.
NORC programs are proactive and take a preventive approach to the health and well-being of older adults by working in cooperation with local community health and social service providers. The Vladeck NORC program helps develop, and link, these supportive services because they enhance the autonomy of seniors and enable them to continue living independently in their familiar surroundings. In turn, the individualized supportive services are able to provide more organized and comprehensive care to the ethnically diverse populations that we serve.
Services are free to Vladeck House residents. Our social workers and nurses speak English, Spanish and Chinese.
The NORC/Vladeck Cares Supportive Service Program offers assistance in securing entitlements, and making linkages to other essential services in the community. These include:

- Scheduling and tracking of medical appointments and transportation services
- Linkages to counseling services
- Case management
- Care coordination
- Advocacy
- Long term care planning

- Senior Companion Program

- Blood pressure clinic
- Health screenings and education
- Free flu shots, mammograms and other health screenings
- Counseling and supportive services
- Health Promotion classes
- On-site mental health services
NORC/Vladeck Cares helps clients access the full range of other agency programs, such as Henry Street’s Meals on Wheels, plus all the recreational and educational programs – from exercise classes to holiday events – available at the Henry Street Settlement Older Adult Center.
NORC/Vladeck Cares receives funding from New York City Department for the Aging and the New York State Office for the Aging.
